A Taylorsville Police Officer has been suspended after a video went viral on social media.
On Friday, Chief Michael Millsaps issued the following statement.
“The Town of Taylorsville has become aware of an incident involving a traffic stop by one of our officers and a video posted on various social media platforms. The Town requires all staff to conduct themselves at the highest level of professionalism. The officer involved has been suspended pending further investigation. The Taylorsville Police Department takes pride in serving the community and continues to maintain the trust the community places in our Department.”
The statement did not name the officer but court records confirm the Officer was listed as Carson Fleming.
Stephen Allen Roosevelt Jr. age 17of Taylorsville, was pulled by Fleming on Thursday, October 16th. The video shows Officer Fleming handcuffing and cursing at the teen who was ticketed for speeding and loud muffler. Roosevelt had been ticketed for improper muffler twice in 2026.
As previously reported in July , the NC Highway Patrol charged Fleming with failing to report an accident and making a false report after his patrol car struck a signpost in a Taylorsville parking lot.
Roosevelt was arrested by the NC Highway Patrol on May 27th in Davie County and charged with speeding (94 mph in a 70 mph zone).
A petition has been circulated demanding the town to enforce discipline against Fleming.
In a conversation on Friday, Chief Millsaps declined to comment further including whether or not the suspension of Officer Fleming is with or without pay.
