30-year-old Harley Dillon Webb of Newton was arrested on Wednesday in Caldwell County. He was charged with felony statutory sex offense with a child by an adult and felony indecent liberties with a child. Webb was placed in the Caldwell County Detention Center without bond. A Superior Court date was scheduled for December 11.
