Morganton Couple Charged With Rape Of Child

33-year-old Wilbur James Robert Frasher, Jr. and 21-year-old Madison Diana Crisp, both of the same Morganton address, were arrested Tuesday by Morganton Public Safety Officers. Frasher is charged with statutory rape of a person 15-years-old or younger. Crisp is charged with statutory sexual offense with a person 15-years-old or younger.

Last month the Morganton Department of Public Safety began an investigation into a reported statutory sexual offense with a minor. The investigation conducted by the department resulted in charges being filed against Frasher and Crisp.

Following their arrests, both suspects were placed in the Burke County Jail in Morganton under $100,000 secured bond apiece. Both suspects were scheduled to appear in District Court today (December 10).

The Burke County Sheriff’s Office, the Burke County Department of Social Services, and the Burke County Child Advocacy Center assisted with the case. The investigation is continuing.
