Hickory Police arrested 38-year old Joseph Anthony Brooks of Charlotte on Thursday and charged him with felony conspiracy to sell/deliver schedule II controlled substance and felony conspiracy to sell cocaine. Brooks was placed in the Catawba County Detention Center with a secured bond of $40,000.
