57-year-old Joseph Benjamin Costner of Conover has been arrested by Newton Police Officers. He’s charged with two counts of third-degree sexual exploitation of a minor. Costner was placed in the Catawba County Detention Facility this morning (October 9) without bond. A District Court date is set for October 14.
