Catawba County Schools Superintendent Dr. Matt Stover has announced the appointment of two new assistant superintendents, strengthening the district’s leadership team in both instructional and operational areas. The Board of Education approved the appointments at its regular meeting on March 23.
Dr. Chad Maynor has been named assistant superintendent of Curriculum and Instruction, and Stephen Westmoreland has been named assistant superintendent of Operations, according to a news release.

Dr. Chad Maynor
Maynor currently serves as principal of Bandys High School, a role he has held for the past seven years. During his tenure, Bandys has consistently exceeded academic growth expectations, reflecting his strong instructional leadership and commitment to student success. Maynor will officially assume the new role on July 1.
Prior to joining Catawba County Schools, Maynor served Alexander County Schools in several leadership roles, including principal of West Alexander Middle School for seven years, principal of Bethlehem Elementary School for three years, and assistant principal at Bethlehem Elementary for three years. Across his 17 years as a principal, his schools consistently demonstrated strong academic performance — exceeding growth in all but one year, during which expected growth was still achieved.
Maynor will officially succeed Lee Miller, who is retiring after 31 years of service with Catawba County Schools, including three years as assistant superintendent of Curriculum and Instruction. The district extends its sincere appreciation to Miller for his leadership and dedication, the release said.
Maynor is a graduate of Fred T. Foard High School and lives in the Mountain View community with his wife, Niki.

Stephen Westmoreland
Westmoreland will serve as assistant superintendent of Operations, officially transitioning from his recent role as director of Auxiliary Services and District Athletics on June 1. Westmoreland steps into the role following the retirement of Dan Moore, who dedicated 41 years to education, including 12 years with Catawba County Schools. Moore served the district in multiple leadership roles, including assistant superintendent of Operations, assistant superintendent of Human Resources, and interim superintendent. Catawba County Schools is deeply grateful for his steady leadership and the meaningful contributions he has made to the district and community.
Westmoreland brings extensive leadership experience within the district, having previously served as director of High School Education and District Athletics, and as principal of both Fred T. Foard High School and Sherrills Ford Elementary School. He began his career in Catawba County Schools as an elementary teacher in 2005.
A product of Catawba County Schools, Westmoreland has deep roots in the community. He and his wife, Lauren, have been married for 21 years and are the proud parents of five children. He is also a cancer survivor.
