Paul Manuel Payne
29-year-old Paul Manuel Payne was arrested by Hickory Police last Wednesday for felony possession of schedule II controlled substance. He has been released with a secured bond of $15,000.
Payne has pending charges in Alexander County that include possession of schedule II controlled substance, possession of drug paraphernalia and misdemeanor child abuse.
